Sigo recibiendo esto cuando lo hago sudo apt-get update. ¿Qué podría estar causándolo?

También tengo problemas para encontrar Skype para Kubuntu 13.10 ya que no puedo encontrarlo en ningún lado. o no está disponible?

Debes copiar esto en tu archivo /etc/apt/sources.lust y tirar lo que tenías antes. Quizás, tal vez adapte los repositorios regionales (nosotros ...) a su país, pero aún funcionará incluso en la forma actual. Además, aquí encontrarás Skype.
