Actualmente estoy ejecutando un servidor vsftpd y agregué las configuraciones necesarias en vsftpd.conf para que los usuarios locales puedan usar clientes como FileZilla para administrar sus hogares en un servidor. Descubrí que solo los usuarios en la lista de sudoers acceden sin problemas, solo que no pueden descargar los archivos, pero los usuarios que no son sudoers ni siquiera pueden acceder a sus hogares desde un cliente, pero pueden acceder mediante un navegador web utilizando el protocolo FTP y solo pueden acceder a sus directorios de inicio (según lo previsto)
Estoy ejecutando un fedora 14 en mi servidor y mi vsftpd.conf se ve así:

Nada relacionado con vsftpd está escrito en ningún registro

Cambié mi vsfptd.conf nuevamente a esto
Y decidí deshabilitar PASV porque quería usar los mismos puertos antiguos 20 y 21.
Recibí un error al enumerar y fue porque estaba usando el modo PASV tratando de usar puertos que no estaban disponibles.
Con el antiguo archivo de configuración, los clientes como Filezilla no funcionaban, pero una línea de comando funcionaba bien.
Recuerde verificar si desea usar los modos PASV o ACTIVE FTP y en ambos casos recuerde tener abiertos los puertos necesarios
