Cómo arreglar 'archivo de mapa de caracteres' UTF-8 'no encontrado'

Estoy configurando un contenedor UBI rhel8. Necesito ejecutar este comando:

localedef -f UTF-8 -i en_US en_US.UTF-8

que falló con:

character map file `UTF-8' not found: No such file or directory
cannot read character map directory `/usr/share/i18n/charmaps': No such file or directory

Necesitas instalar estos paquetes

yum -y install glibc-locale-source glibc-langpack-en

y luego vuelva a ejecutar el comando localedef
